Nowadays, projects represent a significant investment for organizations, their intrinsic role as organizational change mechanisms is being increasingly recognized. In this context, project portfolio management efforts are considered as a main efficiency and effectiveness mechanism to align the projects execution with the organization strategy. The components of a project portfolio management should be measured, ranked, and prioritized according to criteria preestablished. The main objective of the PhD research work is to develop a new method for portfolio management of Information and Technology projects, by taking into account the implications from Project Management Institute and Office of Government Commerce project and program management reference models.
