In 2014, the United States FederalCommunications Commission (FCC) issued a detailed set ofnew rulings on quality standards for television closedcaptioning. These rulings defined caption quality in terms ofaccuracy, synchronicity, placement, and completeness, andprovided a set of best practices for improving quality in eachof these areas. This paper provides a practical guide to thenew FCC framework for judging caption quality, andhighlights areas where widely deployed current practices inbroadcast technology and workflows may be lacking. Adetailed survey of the new generation of state-of-the-artreal-time captioning equipment, software, and techniques isprovided to assist video providers and distributors seekingto ensure compliance. Specific implementation suggestionsare also given for improving word accuracy, reducingcaption delay, and managing new completenessrequirements for live newscasts that include unscripted orad-libbed segments.
