SYSTEMATIC DEVELOPMENT OF PRE-TACTICAL AIRLINE KEY PERFORMANCE INDICATORS

Key Performance Indicators are currently used in aviation only for downstream strategic performance assessment. By now, no KPI for pre-tactical airline operations developed based on a structured approach exist. Using the "performance-based approach" proposed by ICAO, a set of eight KPI in five Key Performance Areas was developed. The methodology used and the set developed are presented within this paper. This set of KPI offers operators in Airline Operations Control Centers the opportunity to assess the performance of pre-tactical operations proactively. Furthermore, it is a prerequisite for Decision Support Systems that help operators to evaluate different decision alternatives in recovery operations within a short time period.
