The conditional responses arising from the actions and interactions among the elements of a disaggregated collection of specialized systems is the basis for understanding Systems-of-Systems (SoS). Underlying the collective response of a SoS, the strength of the conditioning on both internal actions and interactions across elements is the foundation on which the well-known properties ascribed to SoS arise, emergence in particular. As the diversity of SoS response conditioning increases, increasing complexity of interactions among its constituents often follows. We extend the response conditioning diversity of a national missile defense system-of-systems to a multi-national system-of-systems, following geopolitical trends, thereby increasing operational and managerial independence. In the context of multi-national missile defense, we introduce and motivate the interplay among institutions, commitments and the contract landscape to govern interactions, express trust across system boundaries, and achieve an engineered resilient system (ERS).
