This paper describes the methodology and findings for developing improved Passenger-Car Equivalent(PCE) factors for trucks at signalized intersections through simulation approach. Currently, the HighwayCapacity Manual (HCM) 2010 assumes a single PCE value of 2.00 for trucks at traffic signals. Theproposed truck PCE values calculated through saturation flow rate at signals are sensitive to theproportion of trucks, truck type, and intersection’s approach grade. The study is based on field datacollected at high proportion of trucks locations in Oakland, California and Miami, Florida. The PCEvalues were developed using the VISSIM microscopic simulation tool.
