Airport ground access mode choice models can provide a great deal of utility for airport facilitymanagers tasked with landside access planning. However, the absence of definitive standards toguide the development of these tools often results in wide variations in estimating mode choicemodel parameters. This often leads to improper understanding of the air passenger ground accesstrip that is uniquely distinguished from the traditional set of trips analyzed by regional traveldemand models.A new regional airport ground access model was developed in support of the LaGuardia AirportAccess Alternatives Analysis Study. The air passenger model included a set of market-segmentedground access mode choice models, developed using data from the an 2005 survey commissionedby the FAA. To meet the model’s design objectives, emphasis was placed on achieving realisticand theoretically consistent estimates for values of time for each market segment. It was foundthat segmentation of time or cost parameters by income level, rather than the use of fixedfunctional forms to introduce income variation into the model, provided a more realisticrelationship between income and value of time. These findings are believed to have broaderapplicability beyond the geographic boundaries of the New York Metropolitan Region and couldfurther enrich the existing literature on ground access mode choice modeling for major airports.
