This paper presents a framework for linking public and private investments in intelligenttransportation system (ITS) technology to gain a better understanding of its effects onsupply chain (SC) performance and livability/safety of the system. ITS technology isdescribed as a special infrastructure to promote integrated information sharing that can beused not only to improve livability and safety in communities, but also to enhance SCsystem performance. ITS combines better infrastructure with information and controltechnologies to 1) reduce traffic congestion by maintaining traffic flow, 2) reducetransportation-generated pollution, 3) improve transport efficiency, and 4) produceeconomic benefits (1, 2). Goals of ITS are very clear, yet few studies have provided aconceptual framework toward future empirical studies. Using a conceptual frameworkfrom business intelligence (BI) and contingency theory, this paper reviews the literatureto suggest that a collaboration of investments between businesses and governments tofurther develop ITS will improve both SC performance and enhance livability and safetyin communities. A sample illustration of the integration between public and privateinvestments is provided to demonstrate how investments in ITS work together to gain acompetitive advantage for SC performance while at the same time improving communitylivability.
