To meet customer requirements concerning Reliability and Life-Cycle Cost (LCC), ALSTOM Transport, Rail Rolling Stock Builder has developed a method, called EFICARE, allowing the integration of Reliability and LCC targets from the beginning of design cycle. This method features two steps: Development of requirements and return of experience (ROE), Analysis of dysfunction modes and criticality, leading to the definition of a preliminary preventive maintenance plan. This analysis allows us to identify critical functions or equipments during the tender and specification phases based on return of experience, and to propose design recommendations for tender & project teams to consider and meet these requirements. It also allows us to specify targets and to recommend desirable design modifications during the preliminary design and detailed design phases to achieve customer requirements. Finally, during the preliminary design and detailed design phases, an initial maintenance plan can be developed based upon the reliability prediction, thus allowing a maintenance cost approach. Moreover, the method allows the preservation of recommendations of each design phase, and so, ensures the traceability, consistency, and justification of decisions taken all along the design.
