Accurate vehicle location determination is a critical, enabling requirement for intelligent transportation systems (ITS) technology. GPS location may provide acceptable positioning accuracy in "open sky" environments, but in GPS-denied environments (such as city "urban canyons" with many tall buildings, or within tunnels and parking structures, etc.) accurate vehicle location determination requires new, non-GPS methods to enable ITS applications. In early 2011, US patent application # 13/017,376 was filed for a "Coded Marker Navigation System and Method" - more commonly referred to as the "Street Scanner" idea (1). This paper details the Street Scanner invention, conceptual development and reduction to practice of a working prototype under a successful industry / university joint project.
