BARRIERS TO ADOPTION OF A DSRC V2V MANDATE

The goal of the U.S. DOT connected vehicle research program is to improve the safety, mobility, and efficiency of surface transportation in the United States. As of submission of this paper, the ITS-V2X community awaits a National Highway Traffic Safety Administration (NHTSA) decision regarding dedicated short-range communication (DSRC) vehicle-to-vehicle (V2V) communication. While NHTSA has announced via press release a "decision to move forward," the agency has not yet formally initiated the regulatory process by publishing in the Federal Register. Many stakeholders anticipate that NHTSA will soon provide notice of a proposed a rule to mandate the installation of DSRC equipment in all new vehicles at some future date. This paper provides an overview of the procedural and political barriers that impose significant difficulty in NHTSA pursuing a DSRC V2V mandate. This paper concludes that NHTSA is not likely to successfully adopt a rule mandating DSRC V2V technology in consumer vehicles.
