Interoperability of Global Navigation Satellite Systems (GNSS) makes it possible for the users to solve navigational problem by signals from Space Vehicles (SV) of different GNSS. To provide GNSS interoperability it is necessary to synchronize their System Time Scales. For this purpose SVs of each GNSS broadcast in their navigation signals corrections for the offset between their own System Time and System Time Scales of other GNSS. The paper presents the principles of generating data on the offset between GLONASS Time and System Time of foreign GNSS, their broadcasting to users as well as increasing their accuracy.
