Based on the current road communication development strategy, this paper firstly analyzes the new requirements of highway project sequencing, and discusses the influence factors, and evaluation criteria of sequencing. An improved Wilson's spatial interaction model is then used to reflect the social-economic benefits of road. Indicators such as GDP, Population and Administrative level, are applied to reflect the gravitation of the nodes, while resistance is evaluated by indicator of distance and construction cost. Furthermore, considering the topological structure of transport network, a comprehensive evaluation model is established, of which the objective functions are to evaluate social-economic benefits of project, effectiveness of level-up, road network connectivity, road network level, and coordination with the expressway construction process in the channel. Parameter determination and model solutions are discussed. Finally, this paper verifies its feasibility and the effectiveness by sorting the highway construction projects for 2013-2015, 2016-2020 and 2021-2030.
