Improvement on Emergency Medical Service System Based on Class Analysis on Global Four Cases

Different kinds of extreme incidents and catastrophes around world have given Emergency Medical Service System (EMSS) tremendous challenges, especially in details on IT, structural and operational levels. And it makes how to rethink and improve the problems in emergency rescue to be of urgent theoretical and practical significance. First, this chapter revealed specific deficiencies exposed from three countries' EMSS in three typical cases. Furthermore, this chapter focused on further typology model, measure evaluation and extraction of basic elements, using vector clustering method. In addition, the chapter demonstrated common elements in an evaluation model, with discussion on national rescue framework of China and problems found in Wenchuan earthquake. Lastly, this chapter presented the latent issues that should be avoid and improved in emergency relief and corresponding suggestions, both on structural and operational levels.
