In general, it is not known very well that the cabling quality of the telecommunications cabling system of building and campus depend of the skill of the installers. If the installer's skill is low, then the cost for installation will increase because they will take more time for installing. Moreover, if the installation quality is bad, there will be a possibility that there will be a big influence to the performance of the network, and also when trouble occurs then an enormous time and cost will arise for troubleshooting. This will be a big problem for not only network users but also for the administrators of information system of the buildings. Due to this, it is very important for the cabling industry to ensure the cabling quality while planning the efficiency of work. The purpose of this study is to propose an effective working process technique and standard method for installing generic cabling system. To do this, we will analyze in detail about fusion splicing and installing splices in trays which is said to be the most difficult information cabling installation technique, and optimize the cost for a task. Moreover, for optimization of cost for task pairs, we will analyze work of an expert and a beginner using motion capture software and clarify the differences of their skills. Furthermore, based on the result, we had a beginner work on fusion splice, and temporal installation cost was reduced approximately 46% on average. It was shown at the same time that installation with a low connection loss which is compared with ISO standard was possible by this method.
