SHIFTING SANDS: EMERGING TRANPORTATION IMPACTS OF FRAC SAND MINING AND SHALE GAS DRILLING

Damage to roads is an impact of the emerging industry of shale gas drilling and frac sand mining.County governments have used a number of mechanisms to recover the costs of road damage.Chippewa County, Wisconsin serves as a model of how local governments are using road useagreements to recover road damages, fund maintenance, and expedite grade crossingimprovements. This paper examines Chippewa County’s road use agreements and discusses theimplications for neighboring counties, state-level policy and the need for a regional approach toassigning impacts.
