Given moderate rate and long term revenue from oil shale, relative development level, strong institutions Estonia should direct funds to a Development Fund. Potential for Colorado to have Permanent Fund of 1 billion USD in 25 years at oil shale production rate of 25000 barrels per day and tax of 4$/bbl, ensuring pensions and development. Resource funds have the potential to make mining revenue sustainable and mining socially attractive.
