Measuring data of transportation system dynamics, such as mode shift, the change of traveler information using quantity when transportation strike happens, is very important thing for preparing the next strike. But it is not easy to analyze with conventional methods. The Daejeon city measured urban dynamics with ITS and Smartphone data, for one day (June 20, 2012), happened 16 hours taxi strike. The mode shift from taxi to bus was measured as one third of taxi passengers. So, bus passengers increased to maximum 21.4%. The click frequency of ITS Web-site for bus information increased to maximum 79.3% and Smartphone app ("DAEJEON BUS", android OS) increased to maximum 16.9% than normal day. It is ascertained that traveler information service plays on important role on emergency condition (i.e. taxi strike) and Smartphone is the more effective tool than web site.
