Probe vehicle system (PV, also called floating car data system, FCD) is a new and based on a certain percentage of all vehicles in the traffic which are equipped with a location and data communication device transmitting experienced traffic flow parameters to a traffic information center. Then the link travel status can be estimated using these large sample dada. On the other hand, traffic operating status and trend can be analyzed through the day by day history data. This paper summarized the existing studies on probe penetration first. On the basis of that, the influencing factors on probe vehicle penetration were analyzed considering the global successful experiences and Beijing FCD practices. Using the actual FCD system data we put forward a necessary or optimization penetration scale of Beijing on a given condition. It can also provide basis for FCD system construction and travel time estimation.
