METHODOLOGY FOR DETERMINATION OF 110/35 kV AND 110/20 kV SUBSTATION REVITALIZATION ORDER

Currently all power distribution companies are in the period of their development characterized by large number of sites in operation of all types of voltage levels, which are older than 30 years, and many of them even older than 40 years. With investing in building new sites there is an emerging need for revitalization of old sites which still have a significant role in the distribution network. There is a large number of these sites and investment funds are not sufficient for contemporaneous revitalization, it is necessary to develop a methodology which would insure optimized order of investments. Criteria for determination of revitalization order have been divided in three groups. The first group consists of operation indices derived from: 1. age of site components, 2. number and duration of outages, 3. operation problems, 4. load of transformers and power equipment, 5. partially done reconstructions, 6. maintenance costs The second group are regulatory criteria which are derived from: 7. damage caused by undelivered electrical energy, 8. distributor penalties because of low quality of electrical energy The third group consists of indices which show the importance and perspective of observed sites and are derived from: 9. estimation of substation importance within the network, 10. future energy perspective of the site. 11. readiness of MV network (applied only for 110/35 kV) It is accepted that every criterion has the same weight so that the maximum value of one influential factor is 10 points. The order of sites is obtained by adding the values of influential factors together, so that the sum can not be greater than 100 (110 for transformer substations-TS 110/35 kV). In the end we observe a test of usage of determined criteria in example of 15 substations owned by Elektrovojvodina.
