GEO satellite mobile communication system has a wide range beams covering, wide changes in the speed of the mobile terminal, limited radio resources on the satellite. That cause frequent handover, and lower handover efficiency. In this paper, the assisted soft handoff algorithm witch based on the WCDMA system soft handoff algorithm and the location information to calculate the residence time is proposed. The algorithm got new dynamic adjustment handover evaluation by weighting the received signal strength, and residence time. Taking into account location and the speed of the mobile terminal, witch affecting handover process, the algorithm avoided bringing frequent handover because of the high-speed movement of the mobile terminal, increasing the burden on the system. Simulation results show that, compared to the direct use of terrestrial cellular network handover algorithm, this algorithm had some improvements in the mean active set number (MASN) and the active set update rate (ASUR) and the handover delay, avoided unnecessary handover, improves resource utilization, improved the adaptability for high-speed mobile terminal.
