With the process of urbanization and rapid economic and social development in China, the contradiction between the increasing demand for construction land and the lack of land resources supply becomes more prominent. Therefore, it is necessary for the local governments to make the whole life-cycle supervision for construction lands, and promote their economical and intensive and efficient uses, to support the construction land for social and economic development, protect the limit land resources and the farmlands. Based on the practices of construction land management in China, some problems of the regional construction land management are summarized and analyzed in this article. Then the definition of dynamic consolidated supervision for life-cycle construction land and the relative institutional guarantee is introduced in this article, and the importance of establishing the supervision knowledge rule base and supervision index system is given. The model of combination geographic information spatial-temporal analysis and knowledge rule base for regional construction land consolidated supervision is proposed. And the framework, running process, applicable range and other relevant key techniques of this model are presented. Finally, this combination geographic information spatial-temporal analysis and knowledge rule base model for construction land life-cycle dynamic supervision is applied in the system of land resource general supervision in Wuhan, and other relative land resource management. It makes the overall, whole-process construction land management more efficient and normative in Wuhan, China. Therefore, this study has demonstrated practical significance for local government's construction land supervision based on spatial information technology.
