This paper is an overview of the development of the freight transport policy of theEuropean Union from the 2001 Transport White Paper in 2001: ‘European transportpolicy for 2010: time to decide' to the Transport White Paper in 2011: ‘Roadmap to aSingle European Transport Area - Towards a competitive and resource efficienttransport system', incorporating the key reviews, daughter documents and policiesin between. The methodology adopted was to literature review of the differentsources, categorizing them as primary, the core policy documents of the EU;secondary, concurrent commentary and review of the policies, including thatcommissioned by the EU, and finally tertiary, sources after the event. The findingshows that by 2011, intervention, modal shift and intermodalism have been replacedby ‘smart' and ‘green' themes along side economic competitiveness and growth. Thekey change is that policy now looks to separate mobility from it's negative effect andinnovative technology is the chosen tool of the EU to meet ambitious emissionsreduction targets, and this will be led by the decarbonisation of road haulage.
