Plans, Timeline, and Challenges for Achieving an Egyptian Fully Competitive Electricity Market

Electricity deregulation is spreading worldwide at different levels. Many developing countries areaiming to go through this process gaining knowledge from the international experience. However,each country is faced by its electricity sector structure and its associated challenges. In this paper, thechallenges facing the Egyptian electricity deregulation process are presented, discussed, and evaluated.The current status of the Egyptian electricity sector is reported. Four proposed phases are discussedand evaluated to achieve a fully competitive electricity market. The proposed steps and the minimumrequirements (legal and regulatory, financial and investment requirements, technical aspects, andphysical restructuring aspects) in each of the four proposed phases to achieve the competitive marketare reported based on an action plan and given timeline. Furthermore, by concentrating on the currenttransformation phase, the specific Egyptian challenges hindering the development of the restructuringprocess and the set vision to overcome these issues the Egyptian case is analyzed. Finally,recommendations and conclusions are reported to achieve smooth transformation from the currentregulated tariff structure to the fully competitive electricity market.
