DEVELOPMENT OF A SITE HFE PROGRAM

Operating nuclear power plants are modernizing their instrumentation and control (I&C) systems. Human-system interfaces (HSIs) in the main control room and at other locations in the plant also will be modernized over time. New maintenance HSIs are also being introduced for use in configuring and maintaining new digital systems. As these changes are made, it is important to ensure that human factors engineering (HFE) aspects are properly considered to ensure adequate human performance, compliance with regulatory requirements, and high levels of safety, reliability and maintainability of the plant. A similar situation will arise for new builds once they are turned over to the utility and modifications are made to the plants over their operating lifetime. Operating plants should have an HFE program in place that ensures proper consideration of HFE as modifications are made. This paper describes the HFE program being developed in a joint EPRI-Luminant project for use at the Comanche Peak nuclear power station. It will initially be applied to the operating units, but it is being developed such that it can be relatively easily adapted for use in new builds as they come on-line. An EPRI report will be prepared to describe the HFE program and the approach used in its development, to facilitate development or improvement of HFE programs at other US nuclear plants.
