The number of mobile subscribers has increased by 399 million in 2013, of which WCDMA/HSPA subscribers account for 68%. Meanwhile, various short-size packet services, such as web browsing, instant messaging and social network applications, are growing rapidly, leading to a sharp increase in signaling load and limit the network capacity to allocate resources efficiently in High Speed Uplink Packet Access (HSUPA) system, which has brought significant impact on network throughput and long-term profitability for mobile operators and service providers. In this paper, we take UEs' contribution to Rise Over Thermal (ROT) into consideration and propose a scheme for Node B to firstly set a tolerable waiting time threshold for packets-aggregation, then assign priorities based on UEs' received Signal-to-Interference Ratio (SIR). A system level simulation platform is set up to validate the algorithm and results turn out the proposed scheme can have at most 35.3% throughput gain compared to conventional Proportional Fair (PF) scheme.
