A Study on Problems and Countermeasures of Water Resources Utilization of Hubei Yangtze River Economic Belt

Hubei Yangtze River economic belt is not only an important fulcrum of strategy of central China uprising,is also the megalopolis concentrated area,in which a new round of open and development needs to have safe and reliable water resources as the guarantee and support.However,Hubei Yangtze River economic belt is also facing some problems,such as the contradiction of water supply and demand increasingly prominent,health status deterioration of river and lake,threatened safety of city water supply,the functional atrophy of traditional golden waterway,transition difficulties of high water consumption industries,irrigation facilities aging,and so on.The most strict water resources management should push the regional economic development mode change,which provides a new method and way for the water problem of Yangtze River economic belt.Firstly,by the total water consumption control,it is to promote optimal allocation of water resources so as to realize the optimization and adjustment of the industrial structure on the one hand,to guarantee the basic ecological flow and free shipping on the other hand.Secondly,by water use efficiency control,it is to promote water-saving technology adoption and promotion,irrigation facilities repair and property rights reform,and to promote the construction of a water-saving society and ecological civilization.Finally,pollutant capacity of the water function area may control production and living sewage,ensure urban and rural drinking water safety,and promote health improvement of river and lake.
