The variety of local geology conditions gives rise to different destructive effects caused by disasters on network links at different locations. To cope with these effects on optical networks, we propose a network planning approach considering empirical seismic hazard constraints. Our method is to find two appropriate geographical paths (working and protection path) for network links under certain cost constraint. The introduced cost metrics aim at maximizing the robustness of the network and minimizing the joint failure probability of the paths. The survivability of a physical network against natural disaster is analyzed and a spatial network planning scheme is proposed based on physical layer effects. In addition to reducing the probability of service loss, the cost of connection is decreased and the quality of received signal is also improved. The numerical simulation results on a telecommunication network in Iran show doubling of average received SNR by maintaining the loss of service probability around 0.0017.
