The paper describes the vulnerability assessment for storage and use of nuclear material taking into account international experience and enhanced measures for material control and accounting (MCA) at JIPNR-Sosny for reduction of the vulnerabilities. Our methodology included analysis of cases of illicit traffic, statistics of international illicit traffic, and the quantity of military and civilian nuclear material. This paper explains the results of our vulnerability assessment of nuclear facilities of JIPNR-Sosny including fresh fuel storage, subcritical and critical assemblies, and hot cells. Both insiders and outsiders were considered as part of the design basis threat for our analysis. Based on our internal assessment, several optimal measures for upgrading the site MCA System for reduction of the vulnerabilities were identified. Some of those measures described in this paper are 1. Enforcing two-personal rules; 2. establishing more effective personnel training; 3. developing and reviewing of instructions and regulatory basis; 4. enhancing access control; 5. improving procedures of physical inventory taking; 6. augmenting the existing measurement system; 7. investigating account anomalies; 8. developing better administrative checks; 9. using tamper indicating devices; 10. using material of low enrichment uranium instead of highly enriched uranium Strengthening of international Safeguards indicates the MCA System of JINPR-Sosny will receive more information from the facility, and will conduct more control functions resulting in increased confidence of the absence of non-declared activities.
