Since the 1990s the United States and the Russian Federation (RF) have been working closely together on several initiatives to reduce the risk of proliferation of nuclear-related material and weapons. One of those initiatives-the Material Protection Control and Accounting program-focuses on upgrading security systems at sensitive warhead storage sites and handling areas in the RF. This initiative has resulted in a dramatic increase in the effectiveness of physical protection systems designed to reduce the risk of theft or diversion of nuclear weapons in all regions of Russia. The success of this initiative has compelled the leadership of the United States to broaden cooperation with the RF by providing (1) support for the sustainability of physical protection systems and equipment installed at these sensitive sites and (2) facilities to ensure standardized training of operators, administrators, and maintenance personnel to ensure the continued operation and sustainability of installed equipment and systems at these sites. The Krasnoyarsk Regional Training Center (KRTC) is one of five integrated regional technical and training centers established to provide long-term training of personnel assigned to sensitive sites in the Siberian region of Russia. The location of the KRTC, an existing facility owned and operated by the RF Ministry of Defense (MOD), was chosen for its proximity to supported sites. Both the United States and RF will share in the cost to upgrade this site. Upgrades provided by the United States will consist of entry control points for controlled access to the site, dormitory for students and faculty, mechanical and electrical repair shops, automotive shop/garage, training building perimeter fences, and some additional support buildings. RF MOD will provide funding for upgrades associated with administration, fitness training, and site safety and security. It is estimated KRTC will provide initial and follow-up training on the operation, maintenance, management, and administration of physical security systems to more than 900 students annually.
