Beginning 2007, Abu Dhabi Government commissioned the Abu Dhabi Road AssetManagement and Information System in anticipation of three challenges; Firstly the growth ineconomic prosperity and its resulting impact on infrastructure; secondly the privatization ofroad assets maintenance management and operations; and thirdly the restructuring ofgovernment organizations to act more as asset custodians rather than asset operators.This paper details how ADRAMIS's system development focused on three Asset Managementimplementation dimensions; The first dimension is the system architecture covering all roadsassets; The second is the integration of the assets functional and management processes cycle;The third is targeting six key asset management foundational elements (six cornerstones)throughout the design of the system, namely Data, System, Processes, People, Organization andMarket.The Data element was aligned with operational maintenance needs and supportingorganizational KPIs; The System element was designed to optimize maintenance budgetallocation across all road assets; The Processes element was formulated based on codes andstandards enabling organizational competencies; The People element was targeted throughknowledge transfer, ensuring expansion of organizational competencies with the level ofsystem implementation; The Organization element was central to the implementation acrossfour stakeholder organizations. Finally, the Market element was considered in all five previouselements to align organizational objectives with its ability to deliver the anticipated KPIsthrough the use of viable maintenance contracts.The targeting of these six cornerstones within ADRAMIS provided a sustainability platform forasset management practices by addressing engineering, financial, organizational, commercialand human resources priorities.
