Psychological and physiological damages to affect on human in the house at the foot of a mountain around 450m~700m from windmills, which built on the top of mountain are occurring. According to the questionnaire survey, there are many the diseases in conjunction with "the vestibular disorder", and "heart & blood vessel", "the numbness of an arm & the finger", "weakness of facial muscle", "headache", "arthralgia" so on. Now the causation of diseases and windmill operation is argued at It is at various places. There are many negative opinions, but cannot deny that there is a reality victim, and the fact that damages become extinct when windmills stop. As a result of having examined the outbreak situation of these diseases in contrast to the driving situation of the windmill, it was found that a sound pressure in the infra low frequency(ILF) range, which is produced by the components of BPF of the blade flow fluid strongly participates in the onset of these diseases. In order to reduce it, the tip speed of a blade has to be reduced less than 50~45m/s. One of the onset causes of physiological diseases is that the vestibular part of a unified auditory -vestibular organ is affected by the sound pressure and the dynamic pressure of the ILF domain.
