With the advent of the Internet times in China, network group unexpected events have been serious problems that endanger the social stability. How to build up a prevention and control mechanism for network group unexpected events is a new problem for the Party and governments at different levels to need to cope with them. The paper puts forward that coping with network group unexpected events should seek for countermeasures by studying their social mechanism, the related attribute inside and outside the Internet and regulating the Internet space, and so on. The construction of the prevention and control mechanism should be put in the first place so as to take preventive measures. It's important to solve the factors of inducing network group unexpected events in embryo. Meanwhile, the Party and government ought to find out social situation and popular opinions, popular wisdom and make a quick response for the interest appeal in different social stratums, and make great efforts to reduce social contradiction so that all kinds of disharmonious factors can be removed maximally.
