Public Private Partnership: The Practice of New Governance Paradigm in Pittsburgh Region

摘要

Public Private Partnership has become a popular governance paradigm in USA. Taken Pittsburgh Region as an example, from the perspective of organization and decision-making process, this paper introduced the forming and development of public private partnership, analyzed the causes behind its success and frustration, then made a conclusion that this American style new governance paradigm is embedded in its political, economical and social system, it is institutional as well as opportunistic.
