How to optimize Brazilian power system operation with an adequate security level and electricity market performance in a changing world

The first part of the paper presents the main characteristics of the Brazilian interconnected powersystem and its system operation, and it answers the question: “why prioritize the optimization of thepower system operation instead of the electricity market”. The reasons and benefits obtained arepresented, including numbers that justify this choice in large scale.The second part of the paper presents an overview of regulation and competition, rules andmechanisms of the electricity market, electricity contracts and requirements of long-term and mediumtermbilateral contracts, and spot market operation. It also presents responsibilities and interfacesbetween Market and System Operators.The third part of the paper analyzes and answers the key question: “how to optimize power systemoperation with an adequate security level and electricity market performance”, as well as two otherrelated questions: “how to increase transfer capacities in order to give better conditions to theelectricity market performance” and “how to maximize transmission system limits with an adequatesecurity level”. Key issues and mechanisms defined in the Brazilian Electricity Structure, GridProcedures and Market Rules are presented, whose objective is to facilitate the solution of this basicproblem.The fourth part of the paper analyzes and answers the increasing complexity and challenges caused bythe growing mix of new energy sources, the increasing attention paid to environment and the wideintegration of renewables and also big hydroplants in the Amazon region.The final part of the paper presents conclusions and remarks on the Brazilian power system operationwith an adequate security level and electricity market performance in a complex environment and achanging world, including results obtained and perspectives.
