Digital Elevation Models (DEM) and 3D spatial data plays an important role in typical earth science applications. Broad needs for digital models of real environments such as 3D terrain or cyber cities are increasing. Many applications related to modeling and simulation requires virtual environments constructed from real-world geospatial information in order to guarantee relevance and accuracy in the simulation. Web GIS is experiencing the development from 2D system to 3D system. This paper presents research results regarding virtual-environment representations of geospatial information. The database was based on the SRTM dataset. The dataset however has holes in the peak and valley regions, desert, and very flat areas due to irrecoverable data capture issues. These voids have been filled using topography algorithms developed in this project. According to OGC develop a standard criteria WMS. In this project, SRTM and the Extensible 3D Graphics (X3D) was employed to develop a real time 3D elevation data visualization System.
