The territorial informatization project carried out in the whole country as a link to the Territory Space Information Green New Deal Project aims to embody an environment equivalent as the real world of the territory of Korea, and various spatial information technologies, such as satellite image, 3D modeling, LiDAR and ubiquitous, are grafted to do so. Rivers provide a new vision to the major rivers, such as Han, Nakdong, Kum and Young San River, like the recent the Four River Revival Project and river revival projects with the participation of citizens are carried out throughout the country. As it is an important project, accurate planning and analysis from design to the construction is required. Among them, the precise topography database construction of the rivers is important factors for the dredging amount, estimated amount offloading, river-view analysis, river related disaster prevention, confirmation of longitudinal and cross-section can be used. However, in the case of the National Geographic Information Institute, local self-governing organizations, the topographical data of rivers were constructed using digital maps of reduced scale of 1/1,000 ~ 1/5,000 from the basic plan of the rivers. But because topographical construction of river is limited to the maximum interval of 1m, the applicable aspects have been compromised. This research aims to conduct the topographical construction of rivers using LiDAR technology for higher accuracy and precision. LiDAR allows topographical construction of rivers with higher accuracy than existing methods, and the accuracy was confirmed by carrying out accuracy comparison with the existing methods and comparative analysis with longitudinal and cross-sectional data of river repair base plan, carried out as the national project. Moreover, the application can be maximized when aero-photography taken is used along with the LiDAR, and we believe that the embodiment of 3D river topography using high accuracy LiDAR in the future will be achieved through the construction of real life-like topography and the use of objective and scientific decision making data, such as river view analysis base on them, river-related disaster prevention, advancement of the existing river measurement method and the basic data of river system development.
