With the development of the third generation mobile communication technology, m-learning has been tremendous growth. This paper designed and implemented a m-learning system based on mobile streaming media through analyzing application status of streaming media in the 3G network, the characteristics of m-learning, and the points of learners' interest. Then it described the functional modules of this system in detail, introduced construction and configuration of the mobile streaming media servers and extract of video resource. Finally, we test the system based on the course of Situational English.
