Research on the Construction of Public Crises Prevention Mechanism

As the first important part of emergency management, the construction of crisis prevention mechanism plays a key role in effectively preventing the occurrence, diffusion or further outbreaks of public crises, controlling the risks and also reducing the possible losses. By discussing on the problems of public crises prevention mechanism, this paper firstly analyzes the main affecting factors that constrain the construction of such a mechanism. It then talks about how to strengthen constructing the prevention mechanisms based on analyzing the institutional and legal environment, early warning mechanisms, contingency plan, the knowledge preparing and organizing of participants, and the preparedness of materials, technologies and equipments. Finally, it is pointed that a good system of prevention and legal environment is a prerequisite for constructing the prevention mechanism. As for the system of preventing public crises, a clear institutional arrangement is always a must; as for the legal environment, the legislation of public crises prevention, strict enforcement and impartial judicature are all necessary. Moreover, it is significant to endeavor in following aspects: applying the modern science and technology, speeding up the IT project, and improving the early warning system; taking advantage of think tanks, developing the contingency plan scientifically, and advancing the level of decisionmaking for emergency management; doing well on publicizing, training, drilling, popularizing the knowledge of public crisis prevention, increasing the knowledge fund and organizational degree of participants; and arranging scientifically the necessary materials, technologies and equipments for disaster prevention according to emergency plans.
