It is very important to perfect the financial resource safeguard mechanism of public crisis management. After a long time, Japan, America and Singapore have perfected their financial resource safeguard mechanism of public crisis management, and which played an important role in their crisis management. This paper analyzed them in order to provide a reference to perfect the public crisis management financial resource safeguard mechanism of China.
