摘要

Applying the modern management and human resources management and proceeding with the principle of functional manager and the present problems, the writer analyses the system from the practice to establish a scientific, standard, objective and practical checking target system. By using the mode of systematic thought and obscured comprehensive judgement and prosing the operating implement step, the writer makes the explorations and attempts on the system of checking administrative leading cadres through the methods of the combination of qualitative and quantitive, subjectivity and, objectivity, many-sided checking subjects and distinguish with different posts.
