Formatting of technical papers is important especially for those interested in seeing conference proceedings that have a consistent appearance. Since the service enterprises have entered construction market, the construction primary contractor enterprises have a great convenience in human resources management. But because the construction servce enterprise personnel's management level and the technical quality are relatively low, the construction servce enterprises have great management issues and bottlenecks in the construction quality, progress, investment and safety control. According to Chinese current operation mode and management methods, this article has analyzed the construction service enterprise present existence question and the difficulty, proposed specific methods to improve personnel management and technical quality of construction service enterprises. Provide practical measures for the development of Chinese construction service enterprise.
