Considering the modalities of intergenerational transfer associated with radioactive waste management

Since more than 10 years, the CEPN, in partnership with other organisations has been studying thesocietal and organisational mechanisms allowing a responsible management over the long term of the riskassociated with radioactive waste. This paper presents the main results of these studies, which were notablydiscussed within the framework of the European project COWAM 2 in a working group involving experts,authorities, waste managers, locally elected representatives and NGOs. The paper is organised around fourthemes: meaning of the long term and what is at stake, the ethical dimension regarding long term issues,continuity and sustainability of the surveillance and control of radioactive waste facilities, effectiveness offinancing schemes for the long term management of radioactive waste. It also presents the first elements on ongoingstudies regarding the governance stakes associated with the practical implementation of reversibility forgeological radioactive waste disposal.
