Introduction of Regenerative Thermal Oxidizers Applied on Volatile Organic Compounds Emission Control in Shanghai during Recent Years

In recent years, Shanghai paid a lot of attention to reduce industrial VOCs emission. Regenerative thermal oxidizers (RTO) are one of the most efficient VOCs abatement systems. There are 38 companies out of "the 2000-company list" using RTO system in their VOCs treatment project, majorly distributed in coating, printing, paint manufacturing, petroleum industry. This paper gives an overall view of the policies and actions Shanghai government has done, summarizes the RTO systems installed in the 2000-company list and analyses the future development situation of VOCs control in Shanghai. In this research, 51 companies with 22 RTO systems in it are tested. Only 5 RTO systems have the VOCs abatement efficiency larger than 95% and 3 has the efficiency between 90% and 95%. 22 RTO systems contribute about 2400 tons of VOCs reduction to Shanghai. Meanwhile NOx formation from these systems is about 4.8 tons. The government is also planning to collect discharge tax for VOCs emission, so VOCs reduction in a Shanghai factories would lead to "profit" in the near future. With all these efforts, the air quality does getting better these years. Annual mean of Shanghai PM2.5 concentration dropped from 55.4 ug/m3 (2014) to 45.7 ug/m3 (2016), but it still exceeds the annual average standard (35 ug/m3). There are a lot of efforts remaining we shall do in the future.
