TRAFFIC CONTROL AND DEMAND MANAGEMENT CASE STUDY OF BERGAMO, BOLOGNA AND TURIN (ITALY)

As seen in many cities worldwide the increasing traffic is producing a number of challengesfor many communities which require immediate action. More and more cities are beginning tounderstand that only a restriction to access the city zones will have a sustainable impact on thenumber of vehicles entering a town. Depending on the individual situation of such citiesvarious political, economical and environmental targets (or a combination of it) can beachieved. However despite the fact that the benefit of such decisions is without doubt theimplementation of City Access Control or City Tolling Schemes is facing several political,legal and technical challenges. This presentation will try to cover these challenges in order toget a better understanding in which way such projects could be initiated and what kind ofquestions should be addressed in order to approach the public opinion in a positive way.Based on case studies of three Italian cities some political challenges and technical elementswill be presented as important success factors for a smooth start of such projects. Further anumber of essential legal issues (how to handle privacy laws correctly, lawful enforcement,how to handle and store images in safe way, if payment is included: is it a tax or a fee) will beexplained. Last but not least the principal elements of such systems including the necessaryinfrastructure (control points using ANPR cameras, transceivers as an option, a network and adata centre inluding external interfaces) will be described.
