摘要

The special properties of public projects have limited government (state-owned capital) withdraw from this field. Hence, outside director system is introduced to the corporate governance of public projects. By D-P index of power, the decision-making power of all benefit clusters is quantitatively analyzed. It shows that introducing outside directors to the corporate governance of public projects will help to form an effective mechanism of behalf balance, fade the government investment and generate more investment opportunities for social capital.
