River Wei is the largest tributary of the Yellow River. With only a total water of 3.8 billion m3 allocated by the State Council, River Wei area is the most serious water-shortage region in Yellow River Basin. The average allocated surface water resource per person is only 120 m3. At present, there are several proposals made for supplementing water to River Wei. The author wishes to suggest a better choice. There are five advantages in the new proposal of diverting water from Jialingjiang and Bailongjiang ① Water supply from Jialingjiang and Bailongjiang is abundant. ② The elevation of the water supply source is higher than Baoji. ③ The water diverting route is shorter. ④ It can be developed stage by stage ?The infra-structure of water diverting is located within geologically stable area. In this proposed routing of water diversion, water resource is 13.5 billion m3, and the water transferable is 6 billion m3. The project will be implemented in the scarcely populated area. It is proposed to build low dams and pump the water to flow backwards in the existing river course to the Qinling Range watershed, excavate a SO kM water tunnel reaching the Baoji Gorge, and let the dirverted water flow freely into the Cuanzhong area). The estimated total static investment is 10.4 billion RMB. The investment per m3 of water per annum is only ? 1.73/m3. The pumping station in the whole project will consume 4.38 billion kWh electricity per annum, and the power stations generate 3.26 billion kWh annually, so the net energy consumption will be 1.12 billion kWh. The project is divided into three stages: The water diverted in stage I, II and III are 0.7 billion m3,2.8 billion m3, 2.5 billion m3 of water respectively, totaling to 6 billion m3. The investments are 1.3 billion, 3. 8 billion, and 5. 3 billion RMB respectively, totaling to 10.4 billion RMB, (?).
