The Global Monitoring for Environmental and Security (GMES) Service Element on Forest Monitoring (GSE FM) provides operational forest services to support international Conventions such as the United Nations Framework Convention on Climate Change (UNFCCC). GSE FM is involved in the related post-Kyoto Protocol process of reduction of emissions from deforestation and degradation (REDD) in developing countries with REDD pilot projects in Bolivia and Cameroon initiated in 2007. The pilot projects aim at integrating the application of EO technologies with the policy formulation. The overall approach will establish baseline projections of emissions caused by deforestation, combined with regional projections of degradation. In both countries progress towards formalising institutional arrangements which provide the framework conditions for REDD implementation, the production of forest masks and assessment of deforestation rates, as well as biomass accounting are underway. Innovative institutional mechanisms such as technology transfer with south-south co-operation between the countries will facilitate the process.
