Under the framework of the New Biodiversity Strategy in Japan, measures from the perspective of ecosystem conservation, especially of animal habitat conservation, is expected to be institutionalized. For an effective policy making for conserving biodiversity, it is crucial to use a spatially explicit inter-operational platform, which can facilitate communication among local habitants, experts, ministries, and local governments. Therefore we developed an integrated Web-based GIS system in order to support a policy making for conserving biodiversity, operated by Google Earth and ArcIMS?. This system can overlay multi-layers, visualize 3D view, query spatial search, and display seamless imageries. GIS data stored in the system are categorized into a) base-map, b) environmental layers, and c) animal localities. Using this system, we can update, query, and analyze the situation of animal movement and habitat.
