The Canadian Nuclear Safety Commission (CNSC) and the International Atomic Energy Agency(IAEA) have collaborated on knowledge capture and transfer initiatives during the past severalyears. Both organizations have been interested in finding ways to preserve and pass on theirknowledge assets. A key practical issue for safeguards and similar organizations is the need tocapture both explicit (fact- and procedure-based) and tacit (personal) knowledge fromexperienced safeguards employees about to retire or move to other jobs outside the organizationsor within the organization due to the rotation policy. There is a well-established body of literatureon the reasons and theory for managing an organization's knowledge, but a shortage of publishedpractical examples or implementations. This paper describes some proof-of-concept approachesto knowledge capture, taking into account how the captured knowledge would eventually be used.For one example, the source information was a videotaped lecture from a retired senior staffmember. For subsequent examples the target candidates for knowledge capture would includeretired, or retiring experts with various specializations. The paper describes the initial preparationfor defining the plan, based on established standards, for the exercise; the approaches to capturingand processing the information; and the steps in packaging the information such that theknowledge is easily and effectively retrievable.
