摘要

This paper firstly analysis environment for Sci-tech business management system based on system engineering theory, which provides the precondition for brand new Business Process Reengineering; Secondly, it makes the selection for business reengineering process with Delphi method and gives out primary selection Scheme. Then it analysis comprehensive benefit evaluation index system and comprehensive cost evaluation index system which have been established in sci-tech business management process with AHP(analytic hierarchy process), from which we obtains optimum scheme for Business Process Reengineering. At last, this article put forwards that Sci-tech Information Resources Integration and Scitech system information construction are effective means for solving process reengineering, improving management, Moreover, science and technology resources plan(STRP)system is developed based on WEB, system framework and process are designed, also, it has been applied in the practice.
